The Florida Police Chiefs Association has always and continues to support the U. S. Constitution, federal and state laws which prohibit any form of illegal intrusion into the constitutionally protected liberties of our citizens to include racial or any other form of unconstitutionally discriminatory profiling. WHEREAS, the Florida Police Chiefs Association is committed to providing quality law enforcement services to all persons in the state, and; WHEREAS, persons have the right under the United States and Florida Constitutions to be free of infringement of their liberties, except when pursuant to due process of law, there is reasonable suspicion or probable cause to believe they have committed an offense, and; WHEREAS, enforcement decisions based solely on race have no acceptable or legal place in law enforcement operations, and; WHEREAS, there is a perception in some communites within the state that law enforcement decisions based on race are occurring in Florida; NOW, THEREFORE, BE IT HEREBY RESOLVED THAT, the Florida Police Chiefs Association encourages professional traffic stops and condemns any use of "Racial Profiling" or other law enforcement decision making based on race, or any other form of unconstitutionally discriminatory profiling, and; BE IT FURTHER RESOLVED THAT, the Florida Police Chiefs Association will join with other professional law enforcement associations to condemn "Racial Profiling", and provide training and other support to all law enforcement agencies to help them assure that such practices are not utilized. PASSED AND ADOPTED THIS 28th DAY OF March 2001, by the Board of Directors of the Florida Police Chiefs Association, in Tallahassee, Florida. |
