Resolution 2005-3, Supports the International Association Chiefs' of Police, "From Hometown Security to Homeland Security Strategy".
WHEREAS, , the Florida Police Chiefs Association supported
the direct homeland security funding to Florida cities in Resolution 2004-2; and
WHEREAS, the strategy outlined in the IACP document recognizes
that terrorist acts, while having national and international repercussions, are primarily local crimes; and
WHEREAS, the IACP homeland security strategy includes a prevention
component; and
WHEREAS, the IACP recognizes that local entities often have contact
with terrorists and have the ability, if properly supported, to work within their communities to identify, investigate and
prevent terrorist acts; and
WHEREAS, the IACP advocates the national coordination of homeland security
strategies with the involvement of state and local shareholders versus the current federal coordination with limited localized input;
and
WHEREAS, the IACP underscores the importance of bottom-up engineering and inclusion
of all public safety entities, and
WHEREAS, the Florida Police Chiefs Association believes that local involvement in the
planning and implementation of a national terrorism strategy is critical to the overall success of this effort; and
WHEREAS, the Florida Domestic Security Oversight Committee is representative of and
inclusive of state and local public safety entities in it's planning
THEREFORE BE IT RESOLVED, that the Florida Police Chiefs' Association supports and endorses
the five principles identified in the IACP "From Hometown Security to Homeland Security" strategy document and encourages the Florida Domestic Security
Oversight Committee to do so as well.
