2006 FPCA Legislative Initiatives

FPCA INITIATIVE:

DNA Database Funding for Expansion to all Felons: FPCA supports the funding to expand convicted offender DNA collections for fiscal year 2006/2007 and be expanded to include All Theft, Robbery and related crimes and funding for fiscal year 2007/2008 to add all remaining felony convictions.

FPCA SUPPORTS:

DART FIRING STUN GUNS: FPCA supports the use of dart firing stun guns as a non-lethal weapon and officers that are authorized to carry receive adequate training.

PRIMARY SEATBELT ENFORCEMENT: FPCA supports legislation authorizing primary enforcement of seatbelt violations.

OFFENDER MONITORING: FPCA supports legislation that requires that high risk offenders who are not confined be subject to continuous electronic monitoring of their whereabouts, using a system that reports an offender's presence near a crime scene, their entrance into a prohibited area, or their departure from a specified geographical limitation.

ADEQUATE FUNDING OF THE JUVENILE JUSTICE SYSTEM: FPCA supports adequate funding of the juvenile justice system and urges the Legislature to sufficiently fund all aspects of the system, including diversion, juvenile assessment centers, treatment, pretrial detention and post trial commitment programs.

ALCOHOL VAPORIZING DEVICES: FPCA supports legislation to prohibit the sale, purchase or use of machines, which vaporize alcohol for the purpose of consumption.

SOVEREIGN IMMUNITY FOR LAW ENFORCEMENT: FPCA supports legislation that eliminates liability for law enforcement agencies for any injury, death, or property damage caused by a person fleeing apprehension.

FPCA OPPOSES:


INTERNET WINE SALES: FPCA opposes any legislation that allows persons less than 21 years of age to receive alcoholic beverages through the use of internet wine/beverage sales.

VOYEURISM: FPCA opposes any legislation that revises elements of offense of voyeurism in order to eliminate acts of photographing, filming, videotaping, or recording, which are made a crime under offense of video voyeurism.
