
A resolution supporting an amendment to the U.S. Constitution which would establish Victim
Rights.
WHEREAS, the U.S. Constitution, a living document, has been amended on four separate
occasions to provide rights to individuals accused of a crime; and
WHEREAS, only 28 states have enacted a law which specifically provides victims of crimes
with certain rights; and
WHEREAS, the Association is committed to improving the effectiveness of law enforcement
throughout the state and nation; and
WHEREAS, the Association is furthermore committed to enhancing the quality of life and
safety of the people we serve; and
WHEREAS, it is the responsibility of the Florida Police Chiefs to inform their citizens of issues
which would enhance their safety and the safety of their children; and
NOW, THEREFORE, BE IT HEREBY RESOLVED THAT, the Florida Police Chiefs
Association strongly supports an Amendment to the U.S. Constitution which would establish a
Federal Victim's Bill of Rights which at a minimum would insure victims are given an
opportunity to provide the court with a victim impact statement; that they are notified of Parole
Hearings and given the opportunity to testify; that they are informed when a violent offender is
scheduled for release from custody; and that a victim compensation fund is established.
