Florida Police Chiefs Association

 

The Florida Police Chiefs Association is the fourth largest state police chiefs association in the United States. It is composed of more than 700 of the state's top law enforcement executives. FPCA serves city police departments, college and university police, private business and security firms, as well as federal, state and county law enforcement agencies. The FPCA has members representing every region of the state.

The Association was originally organized in 1952 to promote legislation that would enhance public security by providing superior police protection for the residents of Florida and its many visitors. Today, with the same ultimate goal, its role has expanded to provide better communication, education, and training for the state's various police and security agencies. The Association maintains a strong presence in Tallahassee, regularly testifies on legislative issues, and our members are frequently recognized by the legislative leaders to provide insight into public safety issues and problems facing the criminal justice system. FPCA facilitates the dissemination of information, provides continuing police training, and promotes a better understanding of the police profession in general.

Through conferences, seminars, and special training courses, the FPCA ensures the highest degree of preparedness and responsiveness among the state's many agencies and officers.  The Association provides a forum for sharing information on the latest crime-fighting strategies, tools and techniques.  By enhancing communications between agencies at all levels, the Association fosters the highest degree of police professionalism and competence.

Membership in the Florida Police Chiefs Association supports and maintains the highest standards of public safety and police protection for the millions of people who live, work and play in the State of Florida.

        

The Association will provide municipalities with a complete Executive Search to fit your needs that will include advertisement, screening of applicants, examination processes, background investigations, and recommendations for appointment to include salary and benefit advisement. 

 

   

The principal contact for FPCA’s Executive Search Program is Amy Mercer, Executive Director.  Consultant staff will be selected from a field of professional colleagues (Chiefs of Police and Retired Chiefs of Police) from across the State.  This contracting service will be conducted on a timely schedule and in accordance with standards for the service.

 

HE PROPOSED WORK

The Executive Search consulting service will address the following phases:

 

1.         In consultation with the Elected Officials, Municipal Manager or their designee, prepare a "Job Announcement" for the Chief of Police position.

 

2.                  Mail job and/or e-mail announcement to members of the Florida Police Chiefs Association.

 

3.                  Advertise the announcement on the FPCA, IACP and PERF websites.

                        a.         Additional Advertising with other organizations or publications as set forth in the contract, subject to negotiation.

 

4.            Receive and screen resumes for applicants that meet or exceed the credentials; Screen applicants for further consideration, send letters; Prepare letters and forward to those receiving no further consideration, after selection process is complete.

 

5.            Research the organizational makeup of the Municipality to gather the necessary information with which to prepare realistic questions for the chief executive position as it relates to standards for the profession.

 

6.            Prepare possible assessment examinations as requested by governing body, municipal manager or their designee.

 

7.            Coordinate arrangements for and administer the oral interview exercise and any other exercises desired by the governing body if requested.

 

8.                  Provide other assistance (ie: resume verification) for selection process as needed or requested.

 

9.         Will be available to assist in final negotiations with candidate if requested.

 IV.  TAX-NUMBER

 

Provided with contract agreement.

 

 

  V.  COST AND PRICE ANALYSIS

           

     1.   $1000 for Basic Advertising Services.  E-mailed to over 720+ members and is

            placed on the FPCA & IACP’s websites.

 

2.       $400 for Resume Review.

 

3.   $500 per day for task review plus expenses of $40 per diem and hotel
      reimbursement.  This includes meeting with the municipality client.

 

4.       $1500 per day for Chief and senior command level exercises.  Note the per day costs
 are plus expenses which include $40 a day per diem, per assessor along with hotel
 costs if necessary.

 

5.       44.5 mileage reimbursement rate.

 

6.       Additional expenses may be imposed based on the client’s needs.

 

 

 VI.  ADDITIONAL INFORMATION

 

The Florida Police Chiefs Association is not a Socially/Economically Restricted Business.  However, the Association would seek to employ any such business or individual to assist in providing background investigation services.
