PURPOSEThe purpose of the Highway Safety Matrix is to provide an
indication of the relative degree of traffic safety problems overall and in six safety program areas in each
of the 67 Florida counties. The Matrix is used as a tool in making decisions on the annual
allocation of funding for traffic safety by the Florida Department of Transportation. This information
can also be used by local law enforcement to determine allocation of personnel/time to traffic functions.
The county rankings are based on an analysis of the "Long Form" traffic crash fatality and injury data
in the following areas:
CALCULATIONS AND RANKINGSTo determine the rankings of the counties in the "total" category
and in each of the six safety program areas, the statewide total of fatalities and injuries was compared to
the population of the state to determine the statewide fatality and injury rate per one thousand population.
Each of the individual county’s actual fatality and injury rate per one thousand population was compared to the
statewide rate. This was done for each county for a five-year period, a three-year period, and
for the most current year.
The differences in the statewide and county rates for the "total"
category and each of the six safety program areas were determined for each of these periods. The
three "differences" per county were summed, and the county totals were ranked in descending order.The county with the
greatest "difference" in each population grouping and program area was ranked number 1, the second highest number 2,
etc. Counties with tied scores were given the same ranking.
