Strategic Plan 2011 - 2015

The FPCA is the nation's pre-eminent law enforcement professional association, speaking for Florida's chiefs and providing guidance and leadership for the future of law enforcement and our communities.
Our Mission
To continuously enhance law enforcement professionalism by providing a unified voice for police chiefs statewide and nationally, serving as the public face of law enforcement executive leadership, and providing a forum for executive education, development, and exchange of ideas.

Our Strategic Goals
To fulfill its Vision and accomplish its Mission on behalf of Florida's law enforcement executive leadership, the Florida Police Chiefs Association has identified a number of Strategic Goals:
- GOAL 1: To support the professional development and capabilities of Florida's Police Chiefs
- GOAL 2: To enhance communication within and about the Florida Police Chiefs Association
- GOAL 3: To promote public safety through the legislative process
- GOAL 4: To effectively manage resources of the Florida Police Chiefs Association
Within each of these goals are a series of over-arching strategies and specific, measurable objectives which contribute to its completion. This plan utilizes a four-part time frame for implementing and monitoring its objectives: on-going (those currently underway but which are of such a mission critical nature to be monitored throughout this Strategic Plan); short-term (those to be implemented between January 10, 2011, and June 30, 2012), intermediate (expected to occur between July 1, 2012, and June 30, 2014), and long-term (anticipated after July 1, 2014). A number of these future objectives, once implemented, will be continued indefinitely by the Florida Police Chiefs Association.

- Strategy: Enhance education and training of Florida's chiefs of police

- Objective: To conduct on a regular basis the FPCA Executive Seminar for Future Chiefs of Police.
- Short-term Implementation
- Objective: To develop the curriculum for a FPCA Seminar on Police Chief Survival Skills
Objective: To conduct the pilot class for the Executive Seminar on Police Chief Survival Skill - Intermediate Implementation
- Objective: To conduct an annual training needs assessment for Florida's police chiefs
Objective: To expand the use of on-line training and other distance learning techniques for Florida's police chiefs and their staffs

- Strategy: Promote a program of certification and minimum continuing education requirements for chiefs of police in Florida

- Objective: To develop and promulgate a position paper regarding the need for police chief standards, certification, and minimum annual continuing education requirements in the State
- Intermediate Implementation
- Objective: To develop a model curriculum for annual continuing education for recognition and acceptance by the Criminal Justice Standards and Training Commission and voluntary compliance by member chiefs.

- Objective: To seek legislation establishing a program of police chief certification and mandating annual continuing education requirements for chiefs of police.

Objective: To coordinate the FPCA legislative agenda with groups with similar public safety objectives, including the Florida League of Cities, Florida Prosecuting Attorneys Association, Florida Sheriffs Association, and Florida Association of Counties
Objective: To ensure the publication of the FPCA legislative agenda, with appropriate explanation of each item, on the FPCA website and in other FPCA publications
Objective: To continue to involve Florida's Chiefs of Police in on-site lobbying during each Legislative session
