"Enable, Nurture, Focus"
I can't remember where I read or heard
this quote, but I often refer to it. The message is, "We can't order outstanding performance. We have to plan, enable, nurture, and focus on it."
That's exactly what is taking place within the Florida Police Chief's Association. In keeping with the great tradition started many years ago,
outstanding performance is a daily occurrence. The Executive Committee, Board of Directors, committee chairs, and many members contribute to
the day-to-day successes of the FPCA.
The first three months as President was like stepping into a whirlwind. As those who served before can testify, there's not much of a wading-in
period. With the energetic support of our chiefs and the commendable work ethic of our staff, we are constantly striving to achieve the mission
of our association. I've met with Amy Mercer, Chief Al Hogle, and Lieutenant David Folsom to discuss the issue of FPCA becoming a stronger
voice in Tallahassee. The meeting actually centered around two points. First, we discussed the need for better communication and cooperation between
the FPCA and the Florida Sheriffs' Association. Then we addressed the possibility of moving forward to find a lobbyist, augmenting the work Lieutenant Folsom
has been doing on our behalf. After that meeting, I met with Sheriff Larry Campbell, president of FSA, to express and promote the desire of the FPCA
to work hand-in-hand with the FSA on matters of mutual interest and importance. At our fall Board of Directors meeting, bold and necessary action was
taken. As a result, the FPCA will have a professional lobbyist on board during the next legislative session.
The Executive Committee has worked hard to communicate with the leadership of our committees. It's exciting to see more members becoming involved
with the work of the association. The Executive Search Committee has been installed. This committee is being led by Chiefs Bill Berger and Bill Liquori.
This committee has provided services to one city in their efforts to select a chief and are in the process of talking to several others. Plans are being
made to market this service within the state.
As many of you will remember at our summer conference, Chief Gerald Monahan and the Port Orange Police Department were recognized for their Sexual
Offender Notification Program. Chief David Allbritton and the Lake City Police Department instituted a similar program that received a favorable
response from the media and community. I've received several calls from chiefs wanting more information on the program. I referred these requests
to Chief Monahan. What a great example of how the chiefs in our association reach out and assist one another, thus enabling us to better serve our
communities. Thanks to Chiefs Monahan and Allbritton for providing this great model.
On September 10th, FPCA's Third Vice President Chief Doreen Thomas represented all Florida Chiefs by attending a special memorial service at ground
zero in New York. Chief Thomas will give a report and a special presentation at the Mid-Winter Conference.
"We can't order outstanding performance. We have to plan, enable, nurture, and focus on it." This quote truly captures the philosophy that our
association has embraced. We may not order outstanding performance, but we certainly expect it. Our leadership will continue to plan. We will enable
and nurture our staff as we empower them to move forward with our objectives.
