The Florida Police Chiefs Association is holding its 51st
Annual Summer Conference & Exposition from June 29-July 3, 2003, at The Rosen Centre Hotel, 9840
International Drive, Orlando, Florida, 32819-8122, and you are cordially invited to attend.
Training Program ...
Thanks to the efforts of Chief Edward
Morley and the Training Committee along with a grant from our Education and Research
Foundation, we have scheduled some informative and beneficial training topics which are
highlighted below:
- Monday morning, June 30, 2003:
Major John Blacklege and Colonel Danny McKnight will present " Incident Command".
Monday afternoon, Jim Cherof Esq. Of the law firm Goren, Cherof, Doody & Ezrol, P.A. will cover "Fitness For Duty".
- On Tuesday, July 1, 2003, Instructors: retired Chief Richard Overman, Major Anthony
Gentile, Miami P.D. and Executive Director Diop Kamau, Police Complaint Center will
discuss "Citizens Complaints Investigative Issues".
- Wednesday's morning program will consist of our "Open Forum" session covering
contemporary issues and a panel discussion on "Ethics & Integrity Issues for Law
Enforcement Executives" presented by, Sergeant John R. Newman, Tampa Police Department,
Retired Chief William Liquori and Retired Chief Thomas Lange. We will also examine
legislative issues and view the latest in police products and services at our Exposition.
Cost ...
Pre-registration cost for agency heads
(FPCA members) is $300 and $350 for those registering after May 29, 2003 or on-site.
If you (as the chief executive) register for the conference, additional command staff
(FPCA members) can attend for a fee of only $250 pre-registration or $300 after May 29,
2003 or on-site. Fee for Non-Member is $350 in advance, and $400 on-site.
Activities ...
Our Host Chief Michael McCoy,
Orlando Police Dept. has put together programs for the entire family. Just to name a few,
on Monday, June 30th, Host Chiefs Night will include a fun evening at Universal
Studio's "NBA City" with games and dinner. Several exciting Spouse and Youth Events are
scheduled. SmartCOP, sponsor of the hospitality suite throughout the conference, has arranged for
NFL Hall of Famer, Jack Youngblood, who played for the Los Angeles Rams for 14 years to be
present at the Chief's hospitality suite during the conference. Our annual Golf
Tournament, sponsored by Ken Gerew of L.A.W. Publications, follows the business meeting on

Awards and Installation Banquet ...
Colonel Danny McKnight, well known for his participation in the battle chronicled in
the Philadelphia Inquirer series, Black Hawk Down: Story of a Modern War, and later
in a book and movie, will be our keynote speaker at our banquet sponsored by Cingular
Wireless. A decorated veteran, Col. McKnight was wounded as he led a rescue convoy of men
in the streets of Mogadishu. The Colonel will install our incoming Board of Officers and
Directors and will be available to sign autographs and meet with members and guests prior
to and following the banquet. A new corporate partner, CrimeTrax, is hosting a reception prior to the banquet.
Farewell Breakfast ...
Please plan on joining us along with members of
your family for our Farewell Breakfast scheduled on Thursday morning
between 7:30 - 9:30am, thanks to our newest corporate sponsor, Nextel Communications.
Attendance ...
Please remember, our room blocks for
the last several summer conferences have sold out early. We anticipate that more than 250
police executives from throughout the state will attend the conference.

mention that you are with the Florida Police Chief's Association and be sure to call no
later than May 29, 2003, to guarantee your room rate of $95 per night. For additional

Exhibit Area ...
The latest law enforcement related
products and services will be displayed by approximately 129 vendors (as of April 9, we
have already reserved 73 booths). Hours are tentatively planned for Sunday 5:00 p.m. -
7:00 p.m. (Reception in the Exposition Area). Monday 12:00 p.m. - 5:00 p.m.
and Tuesday 11:30 a.m. - 5:00 p.m. To allow you more time to meet with our
vendors, we have planned a reception and all of the coffee and food breaks to take place
within the exhibit area. Again this year, we invite you to send any of your personnel
involved in the purchasing process to view the exhibits free of charge on Monday and
Tuesday June 30 & July 1, 2003, from 2:30 p.m. until 5:00 p.m.
2004 Mid-Winter Conference ...
If your schedule prevents you from
attending the Summer Conference in Orlando, please plan to participate in our next
Mid-Winter Conference in St. Augustine, Florida. Once again, the conference will be held
at the World Golf Village Resort from January 11 - 14, 2004, information is posted on
