Strategic Priorities 2002-2005
In an attempt to streamline and better concentrate the focus of the Florida
Police Chiefs Association, Statements of Strategic Intent will be titled Strategic Priorities. The following priorities
were developed at a Strategic Planning Session following the quarterly Board of Directors Meeting held in Tallahassee,
Florida, on November 4, 2004:
1. Leadership
2. Legislative Initiatives
3. Quality in Policing
4. Financial Stability
Each Priority will contain Key Intended Outcomes (KIO) and Initiatives
that we will undertake in order to achieve the desired results (KIO) in each priority area. Persons and/or committees
responsible for the implementation and any action related to each strategy are listed in parenthesis after the
initiative
Leadership KIO's
1. Provide Executive Development Opportunities
Initiatives:
- Provide Quality Leadership Speakers at 2 conferences annually (Training Committee)
- Partner with FDLE to provide Executive Training (Training Committee and Executive Director)
- Provide listing/ and or links of Leadership training on the web-site (Executive Director)
- District Directors will provide information about the FPCA to all newly appointed Police Chiefs in their
districts (District Directors)
- Partner with the League of Cities and develop a relevant leadership/administrative curriculum for police executives (Chief Mathieson)
Legislative Initiatives KIO’s
1. Improve on success with legislative issues
Initiatives:
- Conduct an annual Legislative breakfast (Legislative Committee/Executive Director)
- Formalize Adopt-A-Legislator Program (Legislative Chairman/Executive Director)
- Encourage Chiefs to visit Tallahassee during the Legislative Session (Legislative Committee/District Directors)
- Solicit the involvement of the League of Cities in the development of legislative issues (Legislative Committee/District Directors)
2. Identify legislative issues that will enhance quality of life in Florida
Initiatives:
- Legislative committee will identify areas of concern by poling membership (Legislative Committee/District
Directors)
- Create a forum to discuss these issues with the membership (Legislative Committee,Training Chair)
- Educate membership on the issues (Legislative Committee)
- Formally recognize Legislators who support FPCA issues (Legislative Committee/Executive Director)
Quality in Policing KIO’s
1. Continue to advocate a strong position against Biased-Based Policing
Initiatives:
- Create a database of Agency Policy Statements supporting Customer Service (Executive Director)
2. Improve educational level of police officers
Initiatives:
- Continue to encourage agencies
to increase the educational level of their entry level officers
3. Work with school
administrators on a joint partnership with Florida Law Enforcement Agencies towards the
development of initiatives to reduce and prevent school violence
Initiatives:
- Support school district and
university police and security as they continue to train and brace for domestice terrorism
- Identify enforcement/security
related funding and legislative issues
- Assist in the development of
police and security deployment formulas based on school environment, student and faculty
total populations
FPCA Financial Stability KIO’s
1. Continue to identify funding sources
2. Maintain conference Quality
Initiatives:
- Utilize established procedures for hosting FPCA Conferences
- Select conference sites two years out
- Review and revise marketing strategy
3. Executive Search Program Initiatives KIOs
Initiatives:
- Develop a fee based executive search program to assist municipal governments in the
recruitment and selection of police administrators. Chiefs Mathieson & Heathcote will
provide a report at the Mid-Winter Conference
