In August, 2002, the Florida Police Chiefs Association, partnered with Stanard & Associates, Inc., to offer public safety agencies a legally defensible, nationally validated examination that was designed to identify candidates who possess the skills necessary to function successfully as an entry level police officer. The service has since expanded to include supervisor/promotional exams and dispatcher exams. This service offered by the Florida Police Chiefs Association is designed to help departments throughout Florida select the best officers, supervisors and dispatchers possible through inexpensive and highly effective applicant testing.

Including the State of Florida, police chief associations in 22 states have adopted the National Police Officer Selection test: Alabama, Colorado, Illinois, Indiana, Kansas, Kentucky, Maine, Maryland, Minnesota, Michigan, Mississippi, Missouri, North Carolina, Pennsylvania, Oklahoma, Oregon, South Carolina, Tennessee, Texas, Virginia and Wisconsin. More than 1,500 agencies around the nation use the nationally validated examination including the following Florida Law Enforcement Agencies: Atlantic Beach PD, Atlantis PD, Bunnell PD, Casselberry PD, Cocoa PD, Coral Springs PD, Crystal River PD, Daytona Beach Shores DPS, Deland PD, Delray Beach PD, DEP/Div of Law Enforcement, Fernandina Beach PD, Florida Highway Patrol, Florida Gulf Coast University PD, Hialeah Gardens PD, Juno Beach PD, Lakeland PD, Lake Mary PD, Lee County Port Authority, Madison PD, Martin County SO, Melbourne PD, Miami Springs PD, Miccosukee PD, Milton PD, North Palm Beach DPS, North Point PD, North Port PD, Ocoee PD, Orange City PD, Punta Gorda PD, Satellite Beach PD, Seminole County SO, St. Augustine PD, St. Augustine Beach PD, Stuart PD, Tallahassee PD, Tavares PD, Temple Terrace PD, Treasure Island PD, University of North Florida PD, West Melbourne PD, Williston PD, Wilton Manors PD, Winter Haven PD and Zephyr Hills PD.

The Florida Police Chiefs Association now provides the National Police Officer Selection Test (POST), the National First and Second-Line Supervisor Tests, and the National Dispatcher Selection Test (NDST). In addition we offer the National Firefighter Selection Test (NFST), an exam similar to the POST, but for entry-level firefighters.

The Florida Police Chiefs Association offers two forms of testing. One is scored by the individual department or municipality and the other is scored by Stanard & Associates and results are provided within 10 working days. In order to preserve the integrity of the test, order forms must be accompanied by a Security Agreement completed by the agency administrator.

Pricing for Self Score Tests and those scored by Stanard & Associates (price includes the test booklet, scoring and reporting of test results) are provided below. Volume discounts are based upon the number of tests purchased. Unused self-score tests can be returned for a refund within 14 days of test date. If you choose to have Stanard & Associates perform the scoring, all unused test booklets should be returned with the booklets to be scored. The cost of the Administration Guide, the Examiner's manual, and the Study Guide is not refundable. On your initial order, you must purchase a copy of the Administrative Guide if you opt to have Stanard and Associates score your tests and if you select Self Score tests, you will need to purchase an Examiner's Manual.

National First and Second-Line Supervisor Tests (NFLST/NSLST)

Stanard & Associates' National First and Second-Line Supervisor Exams help law enforcement agencies identify promotional candidates who possess the relevant job knowledge to be successful supervisors and managers. The exams assess candidates' knowledge in areas such as management/supervision, major court cases affecting law enforcement, community policing, criminal investigation, and patrol tactics. Both exams are the result of an extensive research and development effort. First, S&A conducted a nationwide job analysis to identify critical first and second-line supervisory duties and responsibilities, as well as the knowledge required to competently perform those duties. Based on the input of over 600 law enforcement professionals nationwide, S&A developed a bank of test questions designed to measure candidates' mastery of key supervisory concepts. Finally, five separate geographically diverse panels of experts, composed of over 50 police chiefs and commanders reviewed the test questions, contributing their invaluable expertise to refine the test questions. The end result is two cost-effective examinations that can easily be integrated into your agency's promotional process. The First-Line Supervisor Test measures critical knowledge areas associated with first-line supervisor positions (e.g., Corporal, Sergeant), while the Second-Line Test measures knowledge areas associated with many second-line supervisor positions (e.g., Lieutenant, Captain).

Exam Features

  • Each exam has 100 questions (multiple-choice and true/false).

  • A candidate study guide is available to provide test takers with a recommended reading list, study tips and sample test questions.

  • An administration guide is available to ensure standardization of the testing process across agencies.

  • All exams will be sent to and scored by S&A.

  • Promotional Examination Process

  • A Candidate Study Guide is released to all eligible candidates.

  • Candidates are given a minimum of 30 days to study for the promotional exam.

  • The exam is administered.

  • All testing materials (used and unused exams) are sent back to S&A via a traceable carrier for processing.

  • S&A scores completed examinations and provides a report of the results within 5-10 business days.

  • National Dispatcher Selection Test (NDST)

    As the first point of contact in an emergency, dispatchers play a critical role in keeping the public safe, as well as responding law enforcement officers, firefighters and emergency medical personnel. Selecting the best person for such a demanding position requires more than an interview and background check. It requires a reliable, validated measurement tool that will ensure the person you select possesses the important skills required to perform effectively as a dispatcher.

  • Background Information

    Stanard & Associates, Inc., a Chicago-based firm of psychologists, began working in the area of police testing in 1976. Over the years, their work with police agencies consistently indicated a need for an instrument to assess skills such as reading comprehension, writing ability and arithmetic and grammar proficiency before candidates progressed further in the selection process. So S&A initiated an extensive review of existing entry-level police tests targeted for a national market. This review confirmed the need for a relatively short and easy exam to determine whether an entry-level public safety applicant possessed the requisite reading, writing/grammar and arithmetic skills.

    To meet this need, Stanard & Associates developed the National Police Officer Selection Test (POST), a content-valid, job-related, fair and objective pre-employment test designed to identify those candidates who have the essential basic skills necessary to perform successfully as a police officer.
